Anyone interested can attend. Courses are geared towards cybersecurity practitioners to fill gaps between technical certifications and practical hands-on applications. Attendees do not need to be technical or have computer science background, but for those who do, you'll recognize concepts and be able to apply them. Most attendees are practitioners or managers in the field of cybersecurity.
